Important proposals that were decided at the general meeting of Jamaat-e-Islami held in Allahabad

Important Proposals — Tarjuman-ul-Qur’an, Volume 20 Training Institute

Important announcements regarding the establishment of the Training Institute were made at the Jamaat-e-Islami General Gathering held in Allahabad. From the beginning of July, the Training Institute will practically start functioning, and its detailed framework is as follows:

1. Duration of Stay

For now, we will call groups of only fifteen people at a time, and generally keep them at the center for one month. Those who do not find it burdensome to stay longer, and for whom a longer stay seems necessary, may stay for up to three months. And those for whom even one month is difficult will be allowed a minimum stay of fifteen days.

2. Mandatory Nature of the Course

Every member of the Jamaat who is not at the center will be required to go through this course, except those who are exempted. However, while assigning dates and duration of stay, every possible consideration will be given to the convenience of members.

3. Responsibility of Local Jamaats

Before June, all local Jamaats should ask their members which dates are convenient for them to travel to the center. If someone cannot be called on the date they suggested, then they should be asked to indicate an alternate suitable date. All such lists, with clear dates, should be sent to the Training Institute’s supervisor by June 15. Individual members should also inform the supervisor of their convenient dates.

4. Expenses of Stay and Travel

Every member will either bear their own expenses for travel and stay or receive support from their local Jamaat. In special cases, if a person is found needy, the Central Treasury may also provide support.

Although this course is only for our members, we will allow well-wishers close to membership level to benefit from it as well.

Grouping of Members

To organize the members according to their particular abilities and skills, and to channel these capacities toward serving the Islamic mission, the following groups have been established:

(b) Members of the Jamaat who feel they possess the ability and inclination to practically contribute to the work of any group should correspond with that group’s organiser.

Work will begin once the Ameer-e-Jamaat approves their prepared plans. Guidance may be taken from the center whenever necessary.

A fund similar to a treasury should be created with the group organiser for operating expenses, and members should contribute accordingly.

Well-wishers who are not members but desire to cooperate with any group may also correspond with the respective organiser. However, they must follow the discipline of the group as members do.

Essential Matters Related to Organizational Discipline

(1) The groups formed at the Allahabad gathering to present reports will remain functioning as they are. Those who were assigned the responsibility of preparing the reports will continue to serve as the heads of their respective groups.

All group-based Jamaats and individual members must send their monthly reports to the center, and copies should also be sent to their local supervisors.

(2) Group-based supervisors will carry out responsibilities similar to provincial supervisors.

(3) Maulana Syed Saba-ullah Bakhteyari will serve only as the supervisor for the province of Madras. The Jamaats of Hyderabad State, Mysore State, and Bombay Province will function under their respective regional supervisors.

Decision on the Next General Gathering

Various proposals regarding the future shape of the General Gathering have been presented. The final decision will be taken by the Shoora in August.

Proposals

Maintain the current form for some time.

Hold separate provincial gatherings, and the Ameer with his associates may join all gatherings in a single tour of one and a half months.

Limit the central gathering to representatives only, while the general gathering of all members may be held every three or five years.

Members are requested to send their advice and reasoning by July.
