According to the decision of the Central Majlis‑e‑Shura, the second All‑Pakistan general gathering of Jamaat‑e‑Islami was held from 10 to 13 November 1951 (Saturday to Tuesday) at the KCK Ground, Karachi.

Since general elections were underway in the Province of the Frontier at the same time, members of the Frontier Circle were exempted from attending this gathering. Similarly, members from East Pakistan were exempted from mandatory participation due to the high travel expenses, which not every individual could afford. However, only the regional heads (Qaim) of East Pakistan, including Maulana Abdul Rahim Sahib, were able to attend.

Excluding these two regions, approximately one thousand members and sympathisers from outside Karachi attended the gathering. Accommodation and meals for all attendees were arranged by the Jamaat at the gathering venue itself, and during the entire event, all members and sympathisers, including the Ameer‑e‑Jamaat, remained continuously at the venue.

Program and Proceedings

The gathering began on 10 November, corresponding to 9 Safar 1371 AH, Saturday, immediately after Maghrib prayer at 6:00 PM, with the inaugural speech by Maulana Abul A’la Maududi, Ameer‑e‑Jamaat‑e‑Islami Pakistan.

Over four days, a total of seven sessions—both general and special—were held. The gathering concluded successfully on 13 November, Tuesday, with farewell instructions from the Ameer‑e‑Jamaat at 8:30 PM.

Attendance in the general sessions ranged from 15,000 to 35,000, while the special sessions related to Jamaat affairs had 3,000–7,000 participants. The number of women attendees was estimated between 800 and 1,750. Considering the venue and location, the overall attendance was unexpectedly high.
